In a General Election , unless a political Party gets more than 51 % of the Voting strength of the whole population the CHIEF EXECUTIVE ( PM / CM) for the Nation should be chosen by special voting for a PM / CM Voted by the Nation/ State through a Separate voting mechanism ( as in USA ) [ by Constitutional Amendment ].
This is to avoid / eliminate present process of 'STITCHED -UP - MAJORITY ' for an inept or 'subordinate PM/ CM to pollute the DEMOCRATIC PROCESS of India , as now in force by CONSTITUTION .
